The win-win approach to municipal revenue collection

7 July 2025 by Googler

While municipalities aim to increase revenue collection, they must also maintain customer satisfaction by refining their business model and integrating technology into their systems.

This was stated by Lomile Modiselle, Director of Energy & Electricity Technical at the City of Tshwane Metropolitan Municipality, South Africa.

“Because right now, when you look at most of the municipalities, we work in siloed departments, siloed systems that are not talking to each other,” states Modiselle.

Modiselle shared insights on how the municipality is addressing the energy transition, the importance of investing in smart technologies such as AMI metering systems and predictive analytics, and the crucial role of technology in driving energy efficiency and sustainability.

“We are still using an old method of doing things, and we are still doing things that are not beneficial to our customers. So if we implement technology into our systems, that will ensure reliability, efficiency and sustainability.”

She said most of the time, when there’s a transition to other technologies or other energy sources, they tend to focus primarily on urban areas.

“My focus currently is to ensure that we carry on with giving energy access to those who didn’t have energy before—communities in rural areas. When we give focus to them, looking at the just energy transition, we can create energy efficiency projects that are able to cover them as well.”
